The panel established pursuant to this chapter shall hear and make determinations of timely filed administrative appeals for administrative fines and/or fees issued by the City pursuant to Chapters 214, 215, 216 and/or 217 of the Gloversville City Code.

The panel shall be comprised of three members and two alternate members which must be appointed City officers. Appointments to the panel shall be made by the Mayor and are subject to Council resolution.

The panel shall hold sessions on the first and third Wednesday of each month at 2:00 p.m. at City Hall. All requests for appeal hearings before the panel shall be made by filing same, in writing, with the office of the City Clerk. Upon such filing, the hearing shall be scheduled for the first session of the City Code Administrative Panel held at least 14 days subsequent to the date of filing of the request. Each hearing shall be limited to 10 minutes in duration, at which time the owner, tenant or other representative designated by the owner may present any relevant information to the panel. Hearings shall be informal in nature and not subject to strict evidentiary rules.
Determinations by the City Code Administrative Appeals Panel shall be issued, in writing, to the subject owner.
Any appeal of a determination made by the City Code Administrative Appeals Panel shall be made pursuant to Article 78 of New York Civil Procedure Laws and Rules.
