[Adopted 7-14-1980 by Ord. No. 1132]
For the purposes of this article, the following definitions are hereby adopted:
REGISTERED GROSS VEHICLE WEIGHT
That combined weight of a vehicle, truck or truck trailer and maximum load that can be transferred by reference to either weight classifications as set forth in 75 Pa.C.S.A. § 1916 or by reference to any documentation relative to and confirming the vehicle's weight by its registration.

TRAILER
A vehicle designed to be towed by a motor vehicle.
TRUCK
A motor vehicle designed, used or maintained primarily for the transportation of property.
TRUCK TRACTOR
A motor vehicle designed and used primarily for drawing other vehicles and not so constructed as to carry a load other than a part of the weight of the vehicle and load so drawn.
VEHICLE
Every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices used exclusively on rails or trucks.

It shall be unlawful for any person, firm or corporation to permit any vehicle, truck or truck tractor having a registered gross vehicle weight in excess of 9,000 pounds to park or be parked on any street, alley or highway of the Borough of Ingram, except for loading and unloading.
It shall be unlawful for any person, firm or corporation to permit any trailer, as defined in § 179-1 hereof, to be parked on any street, alley or highway of the Borough of Ingram except for loading or unloading which shall not be in excess of three hours.

Except as otherwise designated, no person shall use, operate or drive any vehicle upon any of the streets or highways of the Borough of Ingram at a rate of speed exceeding 25 miles per hour.[1]

The Mayor, with the prior approval of Council, shall designate no-parking areas, limited-parking areas, and stop streets. Areas so designated shall be marked by the appropriate signs. It shall be unlawful for any person to violate any parking regulation or stop street when the proper signs and street markings have been placed.[1]

No person shall use voice or mechanical sound for advertising purposes in a vehicle, except by special permit issued by the Mayor for temporary use on a special occasion.
Right-of-way shall be accorded to parades and processions, but no parades or processions are permissible except after application has been made to the Mayor and when, in his opinion, no disorder or breach of peace would be created, a permit is granted by him.[1]

The repairing of automobiles and other motor vehicles, and any other type of vehicle upon the street, alley or highway in the Borough of Ingram, is forbidden; provided, however, that when any vehicle breaks down upon any such highway in said Borough, such temporary and partial repairs as are necessary in order that said vehicle may be moved shall be permitted.[1]

Any area which will not conflict with the general movement of traffic may be designated as a "play highway" by the Mayor with the prior approval of Council. When such areas are so designated and barricades and other proper signs are placed it shall be unlawful to drive within this area in violation of the signs so placed.
It shall be unlawful for any person to remove or drive through any barricade erected by the Street Department either for the purpose of repair work or because of dangerous highway conditions when such barricades are properly marked.

Any person, firm, or corporation convicted of violating any provision of this article shall, upon conviction before any District Justice, be fined in accordance with the penalties set forth in the Pennsylvania State Motor Vehicle Code.
