The plan prepared by Damon & Foster, Engineers, dated March 8, 1944, showing the number blocks and building numbers in the Borough of Prospect Park, is hereby adopted as the Official Borough Plan of Building Numbering and shall be on file in the Council Chamber for inspection by the public.

The following regulations are hereby prescribed for the numbering of buildings within the Borough of Prospect Park:
A. 
Where a new building shall be hereafter constructed on a vacant lot, it shall have the number represented by the number on the plan hereinbefore mentioned or the portion of the vacant lot on which the major portion of such building is erected. If such new building is erected so as to rest on equal portions of two or more numbered plots, it shall have the highest number of such respective numbered plots.
B. 
Where a building shall be hereafter constructed in replacement of and on the same location as a building existing at the time of such replacement or reconstruction, such building shall have the same number as the building it replaces.
The numbers shall be placed in a conspicuous place on the street side of the building and may be placed on or over each front door, on the front transom bar, front transom glass or front show window, or over or on either side of the entrance, provided such front door, front transom bar, transom glass, front show window or entrance be on the street side of the building. The numbers shall be of paint, metal or enamel and at least three inches in height, the color of the numbers to be in contrast to the immediate background, and shall be so placed as to be in full view from the opposite side of the street.
A. 
Within 30 days after the passage and approval of this chapter, it shall be the duty of each and every owner, trustee, lessee, agent and occupant of each and every house, building or other structure in the Borough of Prospect Park to cause the same to be numbered in accordance with this chapter and the system and plan hereby adopted and approved.
B. 
In the event of the repainting of numbered buildings, it shall be the duty of the owner, trustee, lessee, agent and occupant of all such numbered buildings to cause the numbers thereof to remain in contrast to the immediate background.
Every owner of any building or buildings in course of erection, or hereafter to be erected, shall, within 30 days after the completion of such building or buildings, cause the proper number or numbers, as required by this chapter, to be displayed on such building or buildings in accordance with the chapter.
A. 
It shall be unlawful for any person to cover any number, placed upon any building in accordance with this chapter, with any sign, drapery or other obstruction in such manner as to conceal such number.
B. 
The occupant of every building, wherever a new number is hereby assigned, or if such building be unoccupied, then the owner, trustee, lessee or agent thereof, shall, within 30 days after the passage and approval of this chapter, cause the old number to be removed from such building.
Any person who shall violate any provisions of this chapter shall, upon conviction thereof, be punishable by a fine of not more than $300 and costs of such proceedings or, upon default of payment of such fines and costs, by imprisonment in the county jail for a term of not more than 30 days. The continuation of such violation for each successive day shall constitute a separate offense, and the person or persons allowing or permitting the continuation of the violation may be punished as provided above for each separate offense.
