The legislative body of the Town of Lyme does hereby adopt as its solid waste management plan that plan titled "Twenty-Year Solid Waste Management Plan for Southeastern Connecticut."
This Town Meeting shall designate a Selectman to represent it on an organization to be known as the "Southeastern Solid Waste Management Association," which organization shall be formed for the purposes of updating and implementing said plan.
On or after April 1, 1977, and annually thereafter for a period not to exceed 10 years, the municipality shall allocate a sum of money which shall be determined by said Solid Waste Management Association annually and shall not exceed $0.07 for each person residing in the Town of Lyme as of the latest published population estimates prepared by the Connecticut Department of Health, which funds shall be used exclusively to support the activities of said Southeastern Solid Waste Management Association.
