The Chief Administrative Officer of the Town shall be called the Town Manager. The Board of Selectmen shall appoint a Town Manager for an indefinite term and affix the salary of a qualified person who receives the majority vote of the Board.
The Town Manager may be removed for just cause by a majority of the Board of Selectmen as herein provided. At least 90 days before the proposed removal of the Town Manager, the Board of Selectmen shall adopt a resolution stating its intention to remove the Town Manager and the reasons therefor, a copy of which shall be served forthwith on the Town Manager. The Town Manager may, within 10 days, demand a public hearing, in which event the Town Manager shall not be removed until such public hearing has been held. Upon or after passage of such a resolution, the Board of Selectmen may suspend the Town Manager from his/her duty, but pay shall continue until his/her removal. In case of suspension, the Board of Selectmen may appoint an Acting Town Manager, to serve at the pleasure of the Board, for not more than 90 days.
It shall be the responsibility of the Board of Selectmen to annually review the Town Manager's performance and provide written testimony to the areas of improvement required and areas in which he/she excels.
If the office of the Town Manager shall be vacant for any cause, the Board of Selectmen may appoint an Acting Town Manager to serve at the pleasure of the Board for not more than 90 days, and shall appoint a permanent Town Manager in accordance with § 200-1 within 120 days of the date of vacancy.
A. 
The Town Manager shall be the administrative head of all departments of the Town and be responsible for the efficient administration thereof, in accordance with RSA 37, and as may be amended from time to time.
B. 
The Town Manager shall keep the Board of Selectmen advised of the conditions and needs of the Town and make reports and recommendations for policy change and formation as needed. The Town Manager shall perform such other duties as may be prescribed by this chapter or any other ordinance or resolution.
C. 
The Town Manager shall have and perform such other powers and duties of a nonjudicial character, not inconsistent with this chapter, as now are or hereafter may be conferred or imposed upon the Town Manager by Town ordinances or upon the Board of Selectmen by state statute.
D. 
The Town Manager shall have the right to participate in the discussion of matters coming before the Board of Selectmen but shall have no right to vote.
E. 
The following decisions or newsworthy items shall be announced at the next Selectmen's meeting or discussed in executive session [RSA 91-A:3, II (a) through (e)] by the Town Manager as appropriate:
(1) 
Contracts over $10,000.
(2) 
Disciplinary action of any employee.
(3) 
Hiring of any employee.
(4) 
Purchase of nonbudgeted item in excess of $1,000.
(5) 
Resignation of any employee.
(6) 
Town Manager vacation/conferences.
(7) 
Any employee leave request in excess of three weeks.
(8) 
Purchase of item in excess of $10,000.
(9) 
Notification of law suits.
F. 
The following events shall be reported to the Board of Selectmen immediately or within the same day by the Town Manager:
(1) 
Emergency event involving all or a large section of Town.
(2) 
Firing of any employee.
(3) 
Suspension of any department head.
G. 
The following events will require one week's prior notification to the Board of Selectmen by the Town Manager:
(1) 
Purchases over $1,000 not approved by the Budget Committee.
(2) 
Budgeted purchases over $5,000.
(3) 
Town Manager vacation/conferences.
H. 
The following events will require notification to the Board of Selectmen in its confidential agenda report by the Town Manager:
(1) 
Hiring employees.
(2) 
Suspensions.
(3) 
Disciplinary action of any employee.
(4) 
Town Manager vacation/conference.
The Town Manager shall have the power to appoint and remove, subject to the provisions of this chapter, all officers, inspectors, agents and employees of the Town.
A. 
It shall be the duty of the Town Manager to furnish the Board of Selectmen, in writing, with the identity of any person whom he/she proposes to appoint as the head of any department or office at least 10 days prior to the date on which the appointment is to be made.
B. 
All appointments by the Town Manager shall be without definite term unless for provisional, temporary or emergency purpose.

The following offices will continue to be appointed by the Board of Selectmen: Planning Board, Conservation Commission, Zoning Board of Adjustment, Health Inspector, Health Agent and Contract Assessor, as well as all committees and boards established by the Board of Selectmen or Town Meeting to serve as advisors to the Board and Town Manager. (See Board of Selectmen policy on appointments adopted July 29, 1985.) The powers and duties of these officers shall be those prescribed by state law, ordinance, or, in case of committees formed by the Board of Selectmen, powers and duties shall be delineated by the Board.
B. 
The Library Board of Trustees shall appoint all library employees.
C. 
The Town Clerk shall appoint all employees under his/her supervision.
D. 
The Tax Collector shall appoint all employees under his/her supervision.
E. 
All Town employees not mentioned in the preceding section, as well as all employees for departments which the Selectmen may establish from time to time shall be appointed by the Town Manager. This shall only apply to departments under the Town Manager's authority. (Reference RSA 37)
A. 
This chapter divides the administrative services of the Town into departments of the Town and defines their duties. Such chapter shall be known as the "Administrative Code."
B. 
Each department head shall have supervision and control of his/her department and the employees therein and shall have power to prescribe rules and regulations not inconsistent with state statute, municipal ordinance, the Administrative Code and the Personnel Rules and Regulations.
