A. 
Any person who violates or fails to refuses to comply with § 169-3, 169-4, 169-5, 169-11, 169-15, 169-25 or 169-29 of this Part 1 or with the rules and regulations promulgated by the State Department of Health pursuant to the provisions of N.J.S.A. 4:19-15.14, as amended and supplemented, shall be liable to a penalty of not less than $5 nor more than $50 for each offense, to be recovered by and in the name of the Borough, except that for the first offense in cases of violations of §§ 169-3, 169-4 and 169-5 of this Part 1, the penalty shall be not less than $1 nor more than $50, to be recovered in like manner.
B. 
Any person who violates or fails or refuses to comply with § 169-18, 169-19, 169-20, 169-21 or 169-22 shall, upon conviction, be subject to the penalties provided by § 1-15 of this Code. Conviction under § 169-18, 169-19, 169-20, 169-21 or 169-22 shall result in a fine, if a fine is imposed, of not less than $100. A separate offense shall be deemed committed upon each day during or on which a violation of § 169-18 occurs or continues. The commission of a prohibited act by a group of dogs under §§ 169-19, 169-20, 169-21 and 169-22 of this Part 1 shall be deemed and taken to be as many separate and distinct offenses as there are dogs involved.
