Whenever any owner of real estate or of the beneficial interest in a land trust, or any person or agent acting on behalf of such owner, offers to sell any real estate located within the Village, said owner, person or agent shall notify the Code Administration Department, on a form to be provided by said Department, of such proposed sale. No open house or real estate for-sale sign shall be permitted to be displayed on the real estate which is to be sold, prior to such notification being provided to the Code Administration Department.

(a) 
Upon receipt of such notice, the Code Administration Department shall cause an inspection to be made of the building, structure or improvement located upon such real estate, in order to determine if it complies with the provisions of the Village's electrical, plumbing, building, property maintenance, and National Fire Prevention codes, and the Village's Zoning Ordinance.
(b) 
Such inspection shall be visual and noninvasive in nature, and shall be limited to those standards set forth in the property maintenance inspection form promulgated by the Code Administration Department, which shall be available to such owner or agent prior to the inspection.
(c) 
Upon conclusion of such inspection, the Code Administration Department shall complete a property maintenance inspection form, and if any standards are not met, the Code Administration Department shall notify the owner or agent of such defects. A copy of the completed property maintenance inspection form shall be provided to the owner or agent.
(d) 
No transfer stamps, as provided in Section 41A-4 of this Chapter, shall be issued until all such noted deficiencies are corrected, unless the purchaser of such real estate acknowledges in writing, on a form to be provided by the Code Administration Department, that said purchaser assumes the obligation to correct such deficiencies.
