A Police Department is hereby established in and for the Borough of Churchill which shall consist of a Chief of Police, patrolmen and such other classifications as the Council of the Borough of Churchill may hereafter deem necessary and establish from time to time.[1] The patrolmen shall be subordinate to the Chief of Police.

The Council of the Borough of Churchill shall designate the individuals assigned to each office, and the Mayor of the Borough of Churchill shall have full charge and control of the Chief of Police and police force and shall direct the time during which, the place where and the manner in which the Chief of Police and police force and shall direct the time during which the place where and the manner in which the Chief of Police and police force shall perform their duties. The Mayor may, however, delegate to the Chief of Police or other officers, supervision over and instruction to subordinate officers in the manner of performing their duties. The Mayor may appoint special policemen during an emergency in which the safety and welfare of the Borough and the public is in danger.
The members of the Police Department shall receive such compensation as may be fixed by Council of the Borough of Churchill.
