As used in this article, the following terms shall have the meanings indicated:
INDIVIDUAL
Any person, persons, partnership, firm, company, corporation or other association.
NOTICE
For the removal of a vehicle by a towing firm shall mean the placing by a Borough employee of written notice upon the vehicle.
NUISANCE
The depositing of snow and ice on public ways, or the parking or leaving standing any vehicle on the streets or highways in the Borough of Churchill, Allegheny County, Pennsylvania, at such time as to prevent or interfere with the removal or plowing of snow and the cleaning of streets.
It shall be unlawful for any individual to park or leave standing any vehicle upon any street or highway in the Borough of Churchill, Allegheny County, Pennsylvania, in such a way or at such a time as to interfere with the removal or the plowing of snow or cleaning of streets.
No individual shall place, deposit, dump, shovel or cause any placement, depositing, dumping or shoveling of snow or ice onto any borough street, road, alley or way.
Any vehicle upon which proper notice has been placed and which has not been removed by the owner thereof within one hour of said posting of notice may be removed and all charges incurred in such removal, including but not limited to towing of said vehicle and storage thereof, shall be paid by the owner of said vehicle.
This article shall be effective from September 15 to the following April 30.

Any individual, partnership or corporation who or which shall violate the provisions of this article shall upon conviction thereof in a summary proceeding, be sentenced to pay a fine of not more than $600, plus costs. In default of payment of the fine or costs, such person, the members of such partnership or the officers of such corporation shall be liable to imprisonment for not more than 30 days. Each day that a violation is continued shall constitute a separate offense.
