The encroachments, obstructions or encumbrances in the nature of planks or bridges used as driveways shall not be placed across the gutters of any of the streets, avenues or highways of the said Borough, and upon 30 days' notice in writing given by the Clerk of said Borough to the owner or owners or any person owning lands in front of which there shall be any encroachment, obstruction or encumbrance in the nature above set forth, said owner or owners shall remove the same.
All persons are hereby prohibited from depositing, throwing or spilling or dumping dirt or ashes or other materials on any street or highway or portion thereof in the said Borough.

Upon violation of any of the provisions of this article above set forth by any person or persons, and upon the conviction thereof, said person shall be fined the sum of $10 not more than $2,000, or to imprisonment in the county jail not exceeding 90 days, or to community service for not more than 90 days, or any combination thereof, for each offense.
