The owner or owners, tenant or tenants of lands abutting or bordering upon public streets, avenues, highways and sidewalks of the Borough of Glassboro shall remove all grass, weeds and other impediments therefrom within three days from notice to remove the same.

In cases where the owner or owners, tenant or tenants shall have refused or neglected to remove such grass, weeds and other impediments as above provided and within the time provided, the Highway Superintendent or their designee shall have authority to remove the same.

In all cases where said grass, weeds and other impediments are removed from said public streets, avenues, highways and sidewalks by or under the direction of the said Highway Superintendent or their designee, such officer shall certify the costs thereof to the governing body, which shall examine the certificate and, if found correct, shall cause the costs as shown thereon to be charged against the lands abutting or bordering such public streets, avenues or highways. The amount so charged shall forthwith become a lien upon such land and shall be added to and become and form part of the taxes next to be assessed and levied upon such lands, the said amount to bear interest at the same rate as taxes, and shall be collected and enforced by the same officer and in the same manner as taxes.
