There is hereby established and created a Local Assistance Board in accordance with the provisions of N.J.S.A. 44:8-114 et seq. in the Borough of Wanaque, County of Passaic, which Board shall be known and designated as the "Wanaque Department of Human Services," and all references hereinafter to the "Local Assistance Board" shall signify, designate and mean the Wanaque Department of Human Services.
The said Local Assistance Board shall be composed of five (5) persons, at least one (1) of whom shall be a woman, to be appointed by the Mayor and approved by the Council; one (1) such member shall be appointed from the membership of the governing body of the Borough of Wanaque, and his term shall be for a period of one (1) year only, and the other four (4) members shall hold such office for a term of four (4) years each until their successors are appointed and qualified. The terms of the first four (4) appointees, other than the appointee from the governing body, shall be staggered so that only one (1) such member's term expires at the end of each of four (4) successive years. Vacancies on the Board shall be filled for the unexpired terms only in accordance with N.J.S.A. 44:8-116, as amended and supplemented.
Said Local Assistance Board shall organize annually within the first fifteen (15) days after January 1 of each year, and elect, from among their own number, a Chairman and a Secretary, and said Board shall hold regular monthly meetings thereafter and such special meetings as may be necessary during the course of the year. Said Board shall supervise the administration and rendition of prompt and immediate assistance to needy persons in the Borough of Wanaque as provided by law. It shall function in an active manner in the supervision of the general assistance program as administered by the Director of Welfare and whatever subordinate staff as may be necessary.
There shall be appointed a Director of Welfare by the said Local Assistance Board for a term of five (5) years. He shall be paid such salary as may be fixed by the Board, subject to approval by the Mayor and Council. In case of vacancy in the office of Director of Welfare, one (1) temporary or acting Director may be appointed to serve for not more than ninety (90) days. In case of vacancy, the term of his successor shall not be limited to his unexpired term.
The Local Assistance Board shall have all the power conferred upon it by the statutes of New Jersey and such general powers as are not prohibited by law.
