A Board of Recreation Commissioners in the Borough of Wanaque is hereby established, which shall consist of seven persons, all of whom shall be citizens and residents of the Borough of Wanaque.

A. 
The members of said Board of Recreation Commissioners shall be appointed by the Mayor. The members first appointed shall hold office for one, two, three, four, five, six and seven years respectively from the first day of the year in which such appointment is made, and until the successor of each is duly appointed and shall have qualified. Thereafter, all appointments shall be for the term of five years and until the successor of each is appointed and shall qualify. All vacancies shall be filled for the unexpired term only. The members shall receive no compensation for their services.
B. 
In the event any member of said Board fails to attend three consecutive regular-meetings of the Board without good cause, his membership in said Board shall immediately cease. The Board, through its Secretary, shall notify the Mayor and Council of such nonattendance. Upon receipt of such certification, the Mayor and Council shall thereafter direct the Borough Clerk to notify such member of such certification and shall fix a time and place for hearing, at which time and place such member shall appear before said Mayor and Council to determine whether such nonattendance of such member was without good cause, which member shall receive at least 10 days' notice of such hearing. If the Mayor and Council are of the opinion that such nonattendance was without good cause, the membership of said member in said Board shall immediately cease and be considered vacant, and the Mayor shall then appoint a new member to said Board for the balance of such member's term.
The Board of Recreation Commissioners shall at all times be subject to the general authority of the Mayor and Borough Council, but shall have the powers, duties and authority provided for in the Revised Statutes of the State of New Jersey, Sections 40:12-3 to 40:12-8 inclusive, as amended and supplemented.
The Board of Recreation Commissioners shall organize and elect such officers and adopt such rules and regulations as the Board may deem necessary for the faithful discharge of its duties and for the proper exercise of the powers conferred on said Board as provided for in the Revised Statutes of the State of New Jersey, and may appoint such personnel as they shall deem necessary and proper and shall fix and determine their respective salaries subject to the approval of the Mayor and Council of the Borough of Wanaque.
The Board of Recreation Commissioners shall make an annual written report on or before the first day of January of each year, and shall transmit the same to the Mayor and Council of the Borough of Wanaque: said annual written report shall contain an itemized accounting of all activities, receipts, disbursements and expenditures.
In the event the Mayor and Borough Council appropriate moneys to the Board of Recreation Commissioners for the conduct of its affairs, policies and programs, at no time shall the Board of Recreation Commissioners expend more than the sum so appropriated.
The present Committee or Board of Recreation of the Borough of Wanaque, or whatever term has heretofore been employed, shall continue in effect until this chapter takes effect and until such time as the members appointed by virtue of this chapter have been duly appointed and qualify, whereupon the same shall automatically be dissolved and all records be made available to the Board of Recreation Commissioners hereby established.
