This ordinance shall be known as the "2019 Committee Ordinance."
A. The standing or permanent committees of the Council shall be Capital
Improvement/Finance, Community Involvement, Emergency Preparedness,
Parks and Recreation, Personnel, Police and Fire, and Water/Sewer/Consolidated
Maintenance.
1. Any Council member may attend any committee meeting. There is no
quorum requirement for committee meetings. The committee may include
citizens and business and/or property owners. Appointees should have
a concerned interest in the City's affairs (i.e., registered voter,
business owner, property owner). The Committees should, if possible,
consist of at least five members with at least three being Council
members.
2. Anyone interested in volunteering as a member of any committee should
contact the City Clerk Office for an application.
3. Ad hoc committees shall be appointed by the Mayor as needed.
B. All committees and the chairs of the committees are appointed by
the Mayor with approval of the Council, and the Mayor is an ex officio
member of all committees. The committee members may change at the
discretion of the Mayor, subject to City Council approval.
C. The committees of the Council are advisory only and any discussion
or feedback expressed or received at a committee meeting should not
be construed or understood to be a decision by or for the City Council.
D. Council committees make no staff direction on administrative matters,
specific assignments, or work tasks. If committee members wish to
seek additional information from an outside party or consultant resulting
in additional cost to the City, prior approval to incur such cost
must be approved by the full City Council.
E. Committees shall meet at the call of the Mayor, chairperson or two
members of the committee. All committee meetings shall be open to
the public unless otherwise provided for by law. The date, time and
place of each meeting shall be announced and notice of the meeting
shall be given in compliance with the state FOIA law. The foregoing
notice requirements shall not prevent the holding of a meeting. All
committees are encouraged to meet at least once each quarter. The
committee chair will forward to the City Clerk those items to be placed
on the meeting agenda a minimum of 10 calendar days in advance of
the scheduled monthly meeting.
A. Water/sewer/consolidated maintenance. This committee shall hear matters
pertaining to all public utilities, including streets, wastewater
treatment plant and collection system, refuse collection and disposal,
and other advisory activities as may be requested by the Mayor and
City Council.
B. Emergency preparedness. The committee's mission is to collaborate
on emergency management strategies and initiatives designed to enhance
preparedness and improve the City's ability to respond to and recover
from all threats and other advisory activities as may be requested
by the Mayor and City Council.
C. Capital improvement/finance. This committee shall conduct review,
analysis and recommendation of financial policy. It may also audit,
examine and review all City bills and vouchers for payment.

D. Police and fire. This committee's purview includes law enforcement,
fire protection, emergency medical treatment, health and safety, environmental
health, animal control, and other questions involving public health,
safety, welfare and other advisory activities as may be requested
by the Mayor and City Council.
E. Personnel. This committee hears disciplinary appeals set forth in
the personnel policy manual and performs other advisory activities
as may be requested by the Mayor and City Council.
F. Community involvement. This committee discusses neighborhood improvement
initiatives and other advisory activities as may be requested by the
Mayor and City Council.
G. Parks and recreation. The Parks and Recreation Committee provides
a mechanism for direct citizen input into the planning and operation
of the City's leisure time activities in the City's parks. The committee
makes recommendations to the City Council regarding park and recreation
program improvements and long-range plans for future recreation programming.
The committee conducts an annual tour of the City parks and facilities
for planning and evaluation purposes and other advisory activities
as may be requested by the Mayor and City Council.
