As used in this Article, the following term shall have the prescribed
meaning:
A business which offers water and cleaning products to its
patrons by means of coin-operated meters and machines, whether attended
by operators or not.

No person, either through ownership or leasing, shall keep open
any automatic car washing place of business during the hours between
12:00 Midnight and 6:00 A.M. the following morning. All automatic
car washing businesses shall be closed to the public and patrons during
these hours and shall offer no services.

Any person obtaining the written consent of all property owners
and residents within three hundred (300) feet of the exterior boundaries
of the automatic car washing business which he/she operates, and filing
the same with the City Clerk, shall not be subject to the terms of
this Article but may operate during the hours stated in the written
consent.
