A. 
No person shall ride in the Borough of Mount Arlington's Dial-A-Ride van without fastening the seat belt provided in the van and keeping such belt fastened. No person shall permit a minor child of any age to ride in the Dial-A-Ride van without having the seat belt provided for such child fastened and making sure it remains fastened.
B. 
It shall be the responsibility of the Dial-A-Ride driver to make sure that all riders have their seat belts fastened. The driver shall be subject to disciplinary action in the event he fails to take reasonable action to ensure that riders have their seat belts fastened.
C. 
Riders who refuse or repeatedly fail to fasten their seat belts may be subject to loss of privileges to ride on the Dial-A-Ride van. The van driver shall have the authority to refuse access to the van to any rider who has been determined by the van driver to have violated this policy.

The borough sponsors the Dial-A-Ride program as a public service for borough residents who require transportation, and are elderly, handicapped, or are unable to drive.

Participants in the Dial-A-Ride program must be:
A. 
Residents of the Borough of Mount Arlington;
B. 
Fifty-five years of age or older, or;
C. 
Eighteen years of age or older and physically disabled or handicapped.
D. 
Persons who are unable to drive due to a temporary disability will be transported for a period of six weeks if a seat is available in the vehicle.

A. 
The Borough Council authorized and approves the rules and regulations on the Schedule (included as an attachment to this chapter) as may be amended by resolution of the Council from time to time.
B. 
The rules and regulations for the Dial-a-Ride program shall be kept on file in the Borough Clerk's Office, distributed to all program participants and available to the public for copying and inspection.
