B. 
The Rail Trail is a recreational trail that is considered a linear park that expands through the length of the City and shall be regulated by all applicable sections of Chapter 190 of the Gloversville City Code.
All parks and playgrounds shall be closed and off limits to all individuals between the hours of 9:00 p.m. and 6:00 a.m.
A. 
Groups, organizations, and individuals using the parks and/or facilities will comply with the laws of the State of New York and the City of Gloversville, and with this chapter.
B. 
No loud or excessive noises will take place that will disturb other users of the park or park neighbors.
C. 
No person shall cut, deface, injure, remove or disturb any tree, shrub, building, fence, bench, or any other structure or property, or mark or write upon any building, fence, bench, sign, or other structures.
D. 
No profane or abusive language shall be used in any city park.
E. 
No person shall sell or offer for sale any goods unless a permit to do so has been issued by the City Clerk's Office.
F. 
No persons shall post or affix any signs, advertisement or other printed materials upon any tree, lamppost, public utility pole, public garbage can, bridge, fence, bench, or any other city owned fixture.
G. 
No alcoholic beverages shall be permitted in the park area except during activities sponsored by the City of Gloversville that permits alcoholic beverages and obtains the proper state permit.
H. 
No smoking or vaping any substances of any kind in any park or recreational area.
I. 
All fires, including those in grills, fire pits and fireplaces, are prohibited except for fires in grills, fire pits, and fireplaces provided by the City for that purpose. Propane grills are not allowed unless by approved event permit.
J. 
The possession, ignition, or discharge of fireworks is prohibited unless a fireworks permit is granted by the City of Gloversville.
K. 
No camping without written approval by the City of Gloversville.
L. 
No firearms, air guns, bows and arrows, or any dangerous weapons are permitted.
M. 
No hunting or trapping.
N. 
Throwing or leaving refuse in or on a City park, other than in receptacles provided for trash, is prohibited.
O. 
No unlicensed motorized vehicles, including motorbikes, snowmobiles, minibikes and all-terrain vehicles etc. shall be operated or parked in a City park area.
P. 
No overnight parking of motor vehicles in any City park parking areas.
In addition to the rules and regulations stated in § 190-3, the following rules and regulations pertain to the Trail Station Park spray pad.
A. 
The spray pad hours are 9:00 a.m. to 8:00 p.m. weather permitting.
B. 
Spray pad is unsupervised, use at your own risk.
C. 
Appropriate swim attire is required. Swim diapers are required for not-potty-trained children.
D. 
Children under 12 must have adult supervision.
E. 
Please be kind and courteous.
F. 
No glass.
G. 
No motorized vehicles.
H. 
No smoking/vaping.
I. 
No pets, food, drinks, bikes, scooters, skateboards, rollerblades, toys, floats or chairs allowed within spray pad.
Destruction or damage to equipment or property of the City of Gloversville located within the confines of the City parks shall be a violation of this article and subject to the penalty stated in § 190-5.2, in addition to the cost of repairing the damage. Parents and guardians of minors guilty of violations of this provision shall be held liable for any damage caused by said minors.
Any section or part of the park or playground may be declared closed to the public by the Mayor at any time and for any interval of time, either temporarily or at regular stated intervals.
A. 
Any person violating any provision of this article may be punishable by a fine of not less than $50 nor more than $250 or imprisonment for a period not exceeding 15 days, or both per offense.
B. 
A person who enters or remains within a park after regular hours shall be deemed to have "entered or remained unlawfully" in the park and may be prosecuted in accordance with Article 140 of the Penal Law.
