No person shall place, consent to or cause to be placed, keep or suffer to be kept any stone, sand, gravel, timbers, lumber or any other materials designed for use in building construction, or any box, barrel, case or any article or articles, substance or substances whatsoever to be used for any purpose, upon any sidewalk, public street, highway or public place within the village so as to obstruct or impede in any manner free travel thereover at all times, unless a written permit shall first be obtained for such purpose from the Village Clerk, which permit shall be issued upon such terms and conditions as are deemed necessary to properly safeguard the public safety or welfare.

Every application for a permit hereunder shall be accompanied by a cash deposit to cover 150% of the cost of the removal of such obstruction and the restoring of the sidewalk, street, highway or public place to the same condition as before such obstruction was placed thereon, as estimated by the Director of Public Works or, in the alternative, a bond giving adequate assurance that such repavement will be made to the satisfaction of the Director of Public Works, and in addition thereto every application shall be accompanied by a fee in such amount as determined from time to time by resolution of the Board of Trustees.
