There is hereby created a Recycling Advisory Committee.
A. 
The Recycling Advisory Committee shall consist of the Superintendent of the Department of Public Works, together with eight residents of the Borough of Maywood to be appointed by the Mayor with the advice and consent of the Borough Council.

B. 
With the exception of the Superintendent of the Department of Public Works, the terms of the appointed members shall be for one year and shall expire on December 31 of the year during which the appointment shall have been made.
C. 
Vacancies shall be filled by the Mayor and Council for the balance of the unexpired term.
D. 
The Chairperson of the Recycling Advisory Committee shall be selected by and among its members annually to serve for a one-year term expiring on December 31 of the year of appointment.
The Recycling Advisory Committee shall meet regularly at the call of its Chairperson, may elect from among its members such other officers as may be appropriate and may establish such rules of procedure to govern its meetings as it may deem appropriate.
The Recycling Advisory Committee shall study and consider plans, programs and policies, both short-term and long-term, relating to recycling within the Borough of Maywood and shall report to the Mayor and Council regarding its studies and shall recommend implementing programs, directives, ordinances and resolutions to the Mayor and Council and shall perform all other study, advisory, recommendatory and other functions as the Mayor and Council shall from time to time request of it, including but not necessarily limited to the following:
A. 
Monitoring the operation of the borough's voluntary recycling program.
B. 
Soliciting and coordinating volunteers to monitor and operate the borough's recycling program.
C. 
Soliciting quotations from various vendors and contractors for the purchase of recyclables collected within the borough and reporting such information to the Mayor and Council.
D. 
Researching and reporting legislative developments respecting recycling within the State of New Jersey.
E. 
Conducting surveys of other municipalities concerning recycling efforts in such other municipalities.
Each member of the Recycling Advisory Committee shall serve without compensation, and neither the Committee nor any Committee member shall incur any expense without prior approval by the Mayor and Council.
The Mayor and Council may, with or without cause, remove any member of the Recycling Advisory Committee.
