The office of Township Administrator in and for said Township
of Riverside be and the same is hereby created and established.
The Administrator shall be appointed by the Township Committee
for an indefinite term of office under civil service rules and regulations.
The Administrator shall be the administrative officer of the
municipality, devoting full time and attention to the duties of his
office. The Administrator shall serve as the personnel officer and
shall have the authority to hire, transfer, promote, demote and discharge
any employees subject to civil service rules and regulations and the
approval of the Township Committee.
The Administrator shall serve as the purchasing agent of the
municipality unless and until the Township Committee shall authorize
the appointment of a purchasing agent. The Administrator shall, to
the extent permitted by law:
A. Keep the Township Committee advised of the financial condition of
the municipality; make reports to the Township Committee as requested
by it.
B. Study the government and administrative operations and needs of the
municipal government and prepare and recommend to the Township Committee
necessary and desirable plans and programs to meet present and foreseeable
needs.
C. Maintain a continuing review and analysis of budget operations, work
programs and costs of municipal services.
D. Establish for working personnel vacation and sick leave schedules
and appropriate procedures and policy of the Department of Administration
and Finance and provide for the coordination, compiling, editing and
prompt dissemination or release of public information.
The Township Administrator, when so empowered by the Township
Committeeman in charge of the Department or the entire Township Committee,
shall be the Township purchasing agent. Under the direction and supervision
of the Township Committee, the purchasing agent shall:
A. Purchase, store and distribute all supplies, materials and equipment
and contract for all services required by any department.
B. Establish and enforce specifications with respect to such services,
supplies, materials and equipment.
C. Inspect or supervise the inspection of all deliveries of supplies,
materials and equipment and the rendition of contractual services
and determine their quality, quantity and conformance with specifications
as far as practicable.
D. Transfer to or between departments, offices and agencies and from
or to central stores such supplies, materials and equipment as need
appears and arrange for the sale of surplus or obsolete items thereof,
subject to any ordinances or under the direction of the Township Committee.
E. Administer any ordinance the Township Committee may enact relating
to purchasing.
All purchases made and contracts awarded for any supplies, materials
or equipment or contractual services shall be pursuant to a written
requisition from the head of the department whose appropriation will
be charged and the certification of the Treasurer that a sufficient
unencumbered balance of appropriation is available to pay thereof.
All such contracts shall conform with applicable requirements of state
statutes for competitive bidding.
Each employee and officer of the Township shall give bond, paid
for by the faithful performance of his duties as stipulated by state
statute or by the Township Committee.
The Township Administrator shall not be excluded from holding
any other position in the Township of Riverside to which he has been
appointed in accordance with the laws of the State of New Jersey.
The Township Administrator shall follow up on action of the
governing body through correspondence, review of minutes and personal
contract.
The Township Administrator shall edit and compile public information
releases.
The Township Administrator shall also perform such other duties
as shall be delegated to him from time to time by resolution or ordinance
passed by the Township Committee.
The Township Administrator shall submit to the Township Committee
for approval rules and regulations for the efficient management of
Township government not inconsistent with state statutes and Township
ordinances and, with Township Committee approval, shall issue and
enforce the same.
The Township Administrator shall receive such compensation as
shall be prescribed by resolution or ordinance of the Township Committee.
The Township Administrator shall within six months after his
appointment be and thereafter during his tenure remain a resident
of the Township of Riverside, in default of which said office shall
be deemed vacant.
The Township Administrator shall be the certifying agent for
the Township of Riverside.
Nothing herein shall derogate from the powers and duties of
the elective or appointive officials of the Township or of the boards
and commissions thereof established pursuant to law or authorize the
Administrator to exercise the powers and duties thereof.
