A. 
An application of at least 5% of the registered voters residing within the Township of Riverside, County of Burlington, have petitioned the Township Committee to create a fire district, the boundaries of which would be coextensive with the boundaries of the Township of Riverside itself, in accordance with the provisions of N.J.S.A. 40A:14-70 et seq.
B. 
N.J.S.A. 40A:14-70 requires that the Township Committee, upon the receipt of an application as aforesaid with the appropriate signatures, ". . . shall designate a territorial location or locations for use as a fire district or fire districts and, by resolution, provide for the election of a board of fire commissioners for the district or each district to consist of five persons, residents therein, and specify the date, time and place for election of such board."
C. 
Approval of the creation of the fire district has been granted by the Local Finance Board, Division of Local Government Services, New Jersey Department of Community Affairs.
Pursuant to N.J.S.A. 40A:14-70, a fire district is hereby created to be known as the "Commissioners of Fire District No. 1 in the Township of Riverside, County of Burlington," having as its boundaries the same boundaries as the Township of Riverside.
The Commissioners of the fire district herein established shall have the powers, duties and functions within said district to the same extent as in the case of municipalities relating to the prevention or extinguishment of fires and the regulation of fire hazards as provided in N.J.S.A. 40A:14-81.
The fire district hereby established shall be administered by Fire Commissioners, who shall be elected pursuant to N.J.S.A. 40A:14-70 et seq.
