It is the purpose of this codification to organize and record
the past legislative and other written governmental activity of the
County of York. This codification is not intended to cause any harm
or loss to the county. If the codification and/or reenactment of any
ordinance or repeal of any ordinance has the effect of causing harm
or loss to the County of York or any of its officials or agencies,
this codification and enacting ordinance shall be limited to avoid
such loss or harm. In that limited instance, this codification shall
not change any ordinance, rule, policy, statement or regulation in
any way.
