Effective immediately, in addition to any other
federal or state mandated background investigations, such as the Pennsylvania
Child Abuse History Clearance, the York County Department of Human
Resources is directed and authorized to conduct and secure preemployment
criminal background checks for individuals applying for employment
with York County departments or agencies.
This policy shall be administered consistent
with the requirements and provisions of Federal Title VII regulations
and the statutory requirements of the Pennsylvania Human Relations
Commission.
This policy does not necessarily preclude individuals
with criminal background histories from securing employment with a
particular County department or agency. The relevance of a criminal
background depends upon the nature of the prior offense and the position
being applied for.
All County departments and agencies shall provide
the County Department of Human Resources with all necessary information
to perform and complete a criminal background check prior to any individual
beginning employment within the County.
No exceptions to this policy will be permitted.
