The following definitions shall apply in the interpretation
and enforcement of this article:
ROADWAY
Any portion of a street or highway improved, designed or
ordinarily used for vehicular travel.
SIDEWALK
That portion of a street between the curblines or the lateral
lines of a roadway and the adjacent property lines intended for the
use of pedestrians.
STREET or HIGHWAY
The entire width between the boundary lines of every way
publicly maintained when any part thereof is open to the use of the
public for purposes of vehicular travels.
In the event that snow and ice on a sidewalk has become so hard that it cannot be removed without likelihood of damage to the sidewalk, the person or entity charged with its removal shall, within the times specified in §
316-12 hereof, cause enough sand, salt or other abrasive to be put on the sidewalk to make travel thereon reasonably safe and shall then, as soon thereafter as weather permits, cause a path in said sidewalk of at least three feet in width to be thoroughly cleaned in residential areas and six feet in width in the General Business District to be thoroughly cleaned.

Any owner who shall violate any provision of this article shall be subject to the fines and penalties as provided in Chapter
1, Article
I, General Penalty, of the Code of the Borough of Hanover.
