There shall be a department of water and sewer, the head of which shall be appointed by resolution of the Borough council at the annual reorganization meeting or at such other meeting as the Borough council deems fit. The head of the department shall have the title of "water and sewer superintendent."

The department of water and sewer shall:
A. 
Operate, maintain and repair the Borough water works and water supply treatment and distribution treatment;
B. 
Have charge of the main stop valves, fire hydrants and other fixtures of the water system;
C. 
Supervise the laying of all new mains, and repair all pipes, fire hydrants and other fixtures, provided that no new work shall be constructed or undertaken without first being authorized by the water committee of the Borough council;
D. 
Operate, maintain and repair the Borough sanitary sewer system;
E. 
Perform such other duties as are necessary to maintain and operate the water and sewer system within the Borough and such other duties as prescribed by the Borough council by further resolution concerning the maintenance and operation of the sewer and water system.

The water and sewer superintendent shall:
A. 
Exercise general supervision of the operation and maintenance of the water and sewer system and plant, including machinery, equipment, mains and related pipes and valves, and all other mechanical features pertaining to the system and plant;
B. 
Report all work done in the department, including all material and equipment purchased and sold, all water and sewer services, mains, laterals, manholes, hydrants, valves, meters and connections made, as well as all other pertinent information related to the department;
C. 
Present monthly or bi-monthly reports, as deemed necessary, to the mayor and council through the council chairperson of the water and sewer committee;
D. 
Keep proper plant records and file such records as required to the state of New Jersey;
E. 
Take plant samples as required by law, analyze or have analyzed the samples and report the results as required by the state of New Jersey;
F. 
Maintain all equipment in satisfactory operating condition;
G. 
Maintain the plant grounds and buildings, and keep clean and neat the various areas within the water plant complex of buildings;
H. 
Attend to any emergency problems that arise in regard to the water and sewer department at no added compensation after the normal working hours and on Saturday, Sundays or holidays;
I. 
Attend to the plant's requirements after the normal working hours, and on Saturdays, Sundays, or holidays at no added compensation;
J. 
Assist the other employees of the water and sewer department in the maintenance, repairs and installation of water and sewer lines, laterals, manholes, meters, service connections, hydrants, valves, other structures, facilities and appurtenances related to the water and sewer department operated by the Borough for supplying its customers within and, if necessary, without the limits of the Borough;
K. 
Supervise and be responsible for all water and sewer extensions, house connections and any and all repairs, additions or alterations of the present water and sewer system within and, if necessary, without the Borough;
L. 
Issue calls for bids and requisitions for the purchase of equipment, supplies and materials in accordance with current proper purchasing procedures and in accordance with instructions from the chairperson of the water and sewer committee;
M. 
Perform all other duties as may be imposed, assigned or accepted by the water and sewer department, from time to time.

The water and sewer superintendent shall be under the direct supervision and direction of the council chairperson and members of the water and sewer committee.

A. 
The water and sewer superintendent shall possess all the licenses required by the state of New Jersey to operate a Class 2 water system and to maintain the water and sewer system of the Borough.
B. 
The water and sewer superintendent shall possess a high school diploma as a minimum. Continuing education, including that obtained to acquire the necessary licenses, to keep abreast of the latest development in the field of water and sewer treatment will be necessary.
C. 
The water and sewer superintendent must have a broad knowledge of the proper procedures used in operating, maintaining, adjusting and regulating water and sewer plant pumps, valves, and other related equipment.
D. 
The water and sewer superintendent must have the ability to analyze problems and develop solutions as related to the buildings, equipment, operation and maintenance of the water and sewer department.
E. 
The water and sewer superintendent must have the ability to organize and assign work, develop effective work methods, give clear and proper directions and instructions to workers, including office personnel, to prepare and execute purchases, to prepare suitable and necessary reports, and to keep necessary records and files.
F. 
The water and sewer superintendent must be of good health and freedom from disabling physical and mental defects which would impair the proper performance of the required duties or which might endanger the health and safety of oneself or others.
