use the facilities of the boat ramp, it is necessary to establish
rules and regulations to properly control such use;
2. It is anticipated that unless the boat trailers and the cars pulling
the boat trailers are properly taken care of it would cause congestion
to the extent that the full use of the facilities could not be maintained;
and
3. It is the opinion of the Mayor and Council that the trailers and
the cars pulling the trailers may be ordered to remove from the boat
ramp if, in the opinion of the harbor master or other person in charge

of the boat ramp.
