On and after the effective date of this chapter, all types of licenses required by the various ordinances of the Town of West New York, in the County of Hudson, shall be applied for by proper application to the License Department of the Town of West New York.
All licenses of every type and kind as regulated by the various ordinances of the Town of West New York shall be issued after proper application as set forth in § 59-1 hereof, through the License Department, except that this chapter shall not apply to the various types of licenses which are specifically delegated to be applied for, issued and regulated by any municipal department or municipal agency pursuant to the direction of any law or statute of the State of New Jersey.
A department is hereby created in the Town of West New York, and assigned to the jurisdiction and supervision of the Department of Public Safety to be known and designated as the License Department, and there is hereby created therein the position of Inspector of Licenses who shall be charged with the duty of issuing all licenses required by the various ordinances of the Town of West New York, the collection of fees for the issuance thereof, the investigation necessary to be in full compliance with the various ordinances of the Town of West New York relating to licenses, and the prosecution of violations of this chapter and the various ordinances set forth in § 59-2 hereof.

The annual salary of the Inspector of Licenses shall be as established by ordinance. Said annual salary is to be fixed from time to time by the Board of Commissioners of the Town of West New York, which annual salary as so fixed shall be paid in semimonthly payments.
