There shall be a service charge of $20 levied by the town to the issuer of any check or other written instrument which has been delivered to the town as payment tendered on any account and subsequently returned for insufficient funds or other cause.
Whenever an account owing to the town is for a tax or special assessment, the service charge authorized by this chapter shall be included on any list of delinquent accounts for enforcement of the lien.
Whenever any person has issued to the town a check or other written instrument which has been returned for insufficient funds or other cause, the administrator of the department which was the recipient of that check is authorized to require future payments from the person who issued the document to be tendered in cash or by certified or cashier's check.
