Any metal screen protective device installed by any person, firm or entity in the Town of West New York shall be constructed of an open mesh grill or patterned, textured substance so as to blend architecturally with the community. Solid steel face or solid monolith metal screens are prohibited. Any metal protective screen shall be finished so as not to rust or stain either buildings or sidewalks.

A. 
No metal protective screen shall be installed without prior approval as to design by the Construction Official.
B. 
A permit shall be issued by the Construction Official prior to installation of any metal protective screen.
C. 
The term "metal protective screen" means any sliding or rolling horizontal or vertical gate on the front of any structure to prevent unauthorized entrance.
Where possible, the materials of which these metal screens are constructed shall be of a texture and design which shall blend with the structure being protected by the screen and shall be open mesh grill.

Any person who violates any provision of this chapter shall, upon conviction thereof, be subject to a fine not exceeding $500 or by imprisonment not exceeding 90 days, or both. A separate offense shall be deemed committed on each day on which a violation occurs or continues.
