WHEREAS, the State of New Jersey has adopted legislation creating certain areas within certain cities as Urban Enterprise Zones; and
WHEREAS, under said legislation, the Urban Enterprise Zone Authority was created for the purpose of examining particular areas in cities and designating these cities as Urban Enterprise Zones; and
WHEREAS, the Town of West New York, by resolution, did seek to have certain areas designated as Urban Enterprise Zones and did seek to have a zone plan approved by the Authority; and
WHEREAS, representatives of the Urban Enterprise Zone Authority did designate the areas set forth in the aforementioned resolution as Urban Enterprise Zones and did approve the application of the Town of West New York:
The governing body of the Town of West New York does hereby accept the designation of certain areas contained in its resolution or plan. The Board of Commissioners accepts this designation from the Urban Enterprise Zone Authority and accepts the designation of the Zone Development Plan as formulated and approved in the aforesaid resolution.

WHEREAS, it is in the interest of the citizens of the Town of West New York that commerce be promoted; and
WHEREAS, it is the opinion of the Board of Commissioners that the promotion of commerce and prosperity is a responsibility of good government; and
WHEREAS, the Town has acted in the past to promote Town commerce and prosperity by establishing an Urban Enterprise Zone; and
WHEREAS, it is the opinion of the Board of Commissioners that the business owners, operators and stakeholders within the Town possess the necessary expertise in the areas of commerce to assist the Town in promoting commerce:
It is hereby established within the Town of West New York Department of Public Affairs an Executive Advisory Committee for the Promotion of Commerce (“the Committee”).
The Committee shall consist of eight to 14 members as appointed by the Director of the Department of Public Affairs for a one-year term, or until replaced.
At a minimum, the Committee shall consist of at least one business owner or operator whose business is located on Bergenline Avenue, River Road (waterfront), Park Avenue, and 60th Street each. Additionally the Committee shall include a business owner or operator each who own or operate a retail, professional office, or dining or drinking establishment within the Town. The committee shall also include ex-officio, an official representative of the West New York Urban Enterprise Zone as nominated by the West New York Urban Enterprise Zone. Landlords or ground lessors of commercial establishments are also eligible to be members.
The Committee shall make recommendations and provide advice to the Town and the West New York Urban Enterprise Zone as to issues affecting the promotion of commerce within the Town of West New York as may be requested from time to time, and shall perform and be empowered to perform such other duties as may be necessary and proper in relation to this purpose.
