[Adopted 4-20-1988 by Ord. No. 1804]
The position of Parking Enforcement Officer is herewith created in the Town of West New York. The number of Parking Enforcement Officers to be appointed shall be determined by the Commissioner of the Department of Public Safety but in no event shall there be more than 10 officers appointed under this article.
Parking Enforcement Officers shall have the following qualifications:
A. 
Resident of the Town of West New York, State of New Jersey.
B. 
Command of the English language.
C. 
Good health.
D. 
Good moral character.
E. 
No prior convictions of any offense involving dishonesty or which would make the person unfit to perform the duties of this office.
The salary range for this position shall be $7,000 to $10,000.
The Parking Enforcement Officers shall possess the power and authority to:
A. 
Issue a parking ticket for a parking offense.
(1) 
"Parking offense" means a violation of a state statute, an ordinance or resolution adopted by a county, municipality or authority or a regulation issued by a state authority which regulates the parking of vehicles.
(2) 
"Parking ticket" means the summons issued alleging that a parking offense has occurred.
B. 
Serve and execute all process for any parking offense issuing out of the court in the municipality having jurisdiction over the complaint; and
C. 
Cause any vehicle parked, stored or abandoned in the municipality in violation of a statute, resolution, ordinance or regulation to be towed away from the scene of the violation and to collect from the vehicle owner or owner's agent, on behalf of the municipality, the costs of the towing and subsequent storage of the vehicle before surrendering the vehicle to the owner or agent.
Provisions of Chapter 260 of the Laws of 1987[1] shall apply with respect to the appointment/qualification procedure and uniform requirements for this position.
