It shall be the duty of every person, persons, corporation, tenant or lessee of any building, place or business to cause to prevent and at all times thereafter not to cause smoke, gas, dust or other offensive odor to be allowed to escape from any building, place or premises to the detriment or annoyance of any person not being therein or thereupon engaged.
Every furnace, employed in the working of engines by steam or other powers in factories or public streets, or in lots or on highways, for the purpose of trade or manufacture, shall be so constructed as not to cause smoke or gas emissions to the detriment of human life or health.
No person, persons or corporation shall, within the limits of the Town of West New York, establish or maintain a place of business that will generate unwholesome, offensive or deleterious gases, smoke or exhalation, without and according to a written permit from this Board. Such permit may be revoked at any time when the Board considers conditions to have become injurious to health or a nuisance.
