The Borough Council of the Borough of Hanover hereby signifies its intention and desires to organize a Parking Authority under the provisions of the "Parking Authority Law of 1947," as amended.[1]

The President and the Secretary of Borough Council are hereby authorized and directed to execute on behalf of the Borough of Hanover Articles of Incorporation for said Authority, in substantially the following form:
ARTICLES OF INCORPORATION
To the Secretary of the commonwealth; Commonwealth of Pennsylvania
In compliance with the requirements of the Act of June 5, 1947, P.L. 458, known as the "Parking Authority Law,"[1] as amended, the Borough of Hanover, York County, Pennsylvania, desiring to incorporate an Authority thereunder, does hereby certify:
1.
The name of the Authority is Hanover Parking Authority.
2.
Said Authority is formed under the provisions of the Act of June 5, 1947, P.L. 458, as amended.
3.
The name of the incorporating municipality is Borough of Hanover, York County, Pennsylvania.
4.
The names and addresses of its municipal authorities, including its Council members, are as follows:
Mayor, John C. Harman, 504 McCosh Street.
President of Borough Council, Paul F. Worcester, 441 West Middle Street.
Borough Treasurer, Horace C. Thoman, 583 Broadway.
Borough Secretary, Gerald E. Wertman, 270 Fleming Avenue.
Councilmen: Richard W. Brubaker, 510 Baer Avenue; Alfred J. Young, 23 Fourth Street; David K. Malcolm, 315 Broadway; Riley C. Wildasin, 302 Diller Road; Harold L. Reeves, 217 Potomac Avenue; Paul F. Worcester, 441 West Middle Street; Miles R. Fasnacht, 27 Lee Street; Richard E. Gingrow, 203 York Street.
5.
The names, addresses and terms of office of the first members of the Board of the Parking Authority to be formed hereby are as follows:
Louis B. Kirkland, 312 Baltimore Street, 5 years.
Richard E. Strouss, 212 Frederick Street, 4 years.
Gerald Good, 273 DeGuy Avenue, 3 years.
Henry J. Snyder, 216 York Street, 2 years.
Elwood E. Riddle, 524 West Middle Street, 1 year.
In witness whereof, the undersigned have executed these Articles on behalf of the Borough of Hanover and have caused to be affixed the Seal thereof this _______ day of 1966.

The proper officers of the Borough of Hanover are hereby directed to cause this article to be published as required by law, but setting forth only briefly the substance of the proposed Articles of Incorporation, as permitted by Section 4 of the Parking Authority Law, as amended.[1]

The proper officers of the Borough of Hanover are hereby directed to cause a notice of the proposed filing of the above Articles of Incorporation to be published once in the York County Law Reporter and once in a newspaper published and of general circulation in York County, as required by Section 4 of the Parking Authority Law, as amended.[1]

The President and Secretary of Borough Council are directed to file said Articles of Incorporation, together with the necessary proof of publication, with the Secretary of the commonwealth, and to do all other acts and things necessary or appropriate to effect the incorporation of the Hanover Parking Authority.
The following named persons be and they hereby are appointed by the President of Borough Council as the first members of the Board of the Parking Authority, whose terms of office shall commence on the date of appointment and shall be computed from June 1, 1966:
