All hardcopy and electronic documents of the City of Camden that are required by law to be preserved, disposed of and/or retained shall be done so by way of the City's electronic document management system as administered by the Municipal Clerk's office pursuant to §
7-14 of the Camden Code.

A. Prior to the sale, return, or permanent transfer to third parties
of photocopiers and other computer equipment (including, without limitation,
personal and tablet computers; printers; servers; facsimile machines;
and smart phones) of the City of Camden that contain data storage
devices (including, without limitation, internal or external hard
drives, USB drives, magnetic tapes), said devices shall be secured,
removed and/or surrendered, reviewed, and destroyed, where appropriate,
under the supervision of the Municipal Clerk in his capacity as Records
Coordinator and Manager under N.J.S.A. 40A:9-133e(6).
B. The review and destruction of records and data stored in a data storage
device shall be performed subject to all pertinent law, rule or regulation,
and City records retention policy (see attached Records Retention
Schedule), under the supervision of the Municipal Clerk in his capacity
as Records Coordinator and Manager under N.J.S.A. 40A:9-133e(6).
C. Appropriate and safe methods shall be deployed to permanently destroy
records and data from each specific type of photocopier and computer
equipment of the City and render the data storage device unusable.
Simple file deletion or reformatting of internal or external hard
drives and USB memory devices and pulling-out strips of magnetic tape
are not acceptable methods of destruction. Physical destruction to
safely and securely delete the electronic data records should be used,
including drilling holes throughout the entire media and/or subjecting
the media to a degaussing device to completely distort the magnetic
properties of said media.
