No person shall stretch or suspend any sign or banner across
any street or alley in the City without first obtaining from the Department
of Public Works (or such division or bureau thereof as the Director
of Public Works, as head of said Department, shall direct) a permit
for the erection thereof.
All such signs and banners shall be erected under the rules
and regulations of the Department of Public Works covering such construction.
A fee of $1 shall be paid to the Department of Public Works
for and at the time of the issuance of such permit.
