There is hereby established Municipal Lien Review Committee, hereinafter referred to as the "Review Committee."

A. 
The Tax Collector shall serve as the Chair of the Review Committee.
B. 
The Review Committee shall be comprised of an Assistant City Attorney from the City Attorney's Office, the Tax Collector, the Real Estate Officer for the City of Camden and any such other persons as the Chair shall determine necessary.
A. 
Lien reduction to current fair market value of property.
(1) 
The Review Committee shall review all applications for reductions of liens and their supporting documentation.
(2) 
The Review Committee shall determine, based on the content of the application, the persuasiveness of the appraisal and such other pertinent information gathered by the Review Committee, whether the applicant has proven that the lien redemption amount exceeds the current fair market value of the property and make its recommendation to the Director of Finance. The Director of Finance shall have the ultimate authority to determine which applications to present to City Council.
(3) 
The Review Committee shall design the lien reduction applications. Applications shall be available in the Tax Office.

(4) 
All lien reduction applications shall be accompanied by a written appraisal report prepared by a New Jersey-licensed appraiser. If a lien reduction is being sought for a residential property, the appraiser shall demonstrate that they have experience appraising Camden residential properties. If a lien reduction is sought for a commercial or industrial property, the appraiser must demonstrate their qualifications to appraise commercial or industrial properties and demonstrate experience in appraising commercial or industrial properties.
(5) 
The Review Committee will only entertain lien reduction applications made by the property owner unless the applicant supplies the property owner's written and notarized consent.
(6) 
The Review Committee will only entertain lien reduction applications to reduce the amount to redeem to the current fair market value of the property. The Review Committee will not approve any applications for reduction of interest and penalties only.
B. 
Tax sale certificates sold for less than total amount due.
(1) 
All requests for the assignment of tax liens shall be forwarded to the Tax Collector.
(2) 
At least once annually, or at such regular interval as may otherwise be recommended by the Review Committee to the Director of Finance, the Tax Collector shall review the inventory of City-held tax sale certificates and determine which if any tax sale certificates should be offered for sale for less than the amount due pursuant to N.J.S.A. 54:5-114.2.
(3) 
The Tax Collector shall generate a list of those tax sale certificates that she/he recommends be offered for sale at less than the amount due pursuant to N.J.S.A. 54:5-114.2. This list shall be reviewed by the Business, Growth and Development Committee to make sure that sale of these liens will not interfere with current redevelopment efforts in the City.
(4) 
The Review Committee will establish the minimum bid for each tax sale certificate.
(5) 
The Review Committee will review the bids that are submitted and make recommendations to City Council as to which bids should be accepted. In making its determination the Review Committee may consider the bidder's proposed use of the underlying property, and the experience and financial capability of the bidder to redevelop the property.
