For the purpose of this chapter, the following terms and words shall have and shall be construed to have the following meanings:
CHIEF OF POLICE
The Chief of Police of the City of Perth Amboy.
DIRECTOR
The Director of the Police Department of the City of Perth Amboy.
SCHOOL GUARDS
School traffic guards.

The Director is hereby authorized to appoint not more than fifty (50) qualified men or women who shall serve and be known as "school traffic guards" of this city.
Said Director may appoint such school guards for a term not exceeding one (1) year and shall have the power to revoke any such appointment at any time without notice, cause or hearing.

Such school guards shall not be full-time members of the police force and their powers and rights and duties shall cease immediately at the expiration of the term for which they were appointed or upon revocation of their appointment.
No person shall be appointed as a school guard unless such person is a citizen of the United States, able to read, write and speak the English language, physically qualified and of good moral character and shall not have been convicted of any crime.

Every school guard shall be fingerprinted for the purpose of a background investigation before the commencement of duties and the fingerprints shall be filed with the Police Department of this city, State Police and Federal Bureau of Investigation.
No school guard shall have police power or be permitted to carry a revolver or any other weapon when on or off duty.
No person shall be appointed a school guard until the Chief of Police shall ascertain and report to the Director that such person is eligible and qualified for appointment.

The City shall, at its own cost and expense, furnish each school guard with a uniform and may issue a badge.

School guards shall be paid at an hourly rate to be fixed in the Salary Ordinance,[1] for actual time worked.

Every school guard shall come under the supervision and direction of the Chief of Police, who shall have the authority, subject to the approval of the Director, to provide rules and regulations concerning such school guards.
