There is hereby established in the Township of Barnegat an advisory body which shall be known as the "Barnegat Township Senior Advisory Council."

The Barnegat Township Senior Advisory Council shall consist of nine (9) members which shall consist of the Mayor or his/her designee; and eight (8) regular members who shall be appointed by the Mayor, and two (2) alternate members, designated Alternate I and Alternate II. The term of the Mayor shall be concurrent with his/her term of office. The members appointed by the Mayor shall serve for terms of four (4) years, commencing on January 1 of the calendar year of their appointment. Except in the case of the Mayor, the terms of the members first appointed shall be so determined that, to the greatest practicable extent, the expiration of such terms shall be distributed evenly over the first four (4) years of their appointment, provided that the initial term of new members shall exceed four (4) years. Thereafter, the term of each member shall be for four (4) years.
The Barnegat Township Senior Advisory Council shall be responsible for advising the Mayor and Township Committee as to all matters which in any way may affect the senior residents of the township, and with the consent of the Township Committee, shall be responsible for the coordination of programs and activities which are specifically directed to the needs of senior residents. In addition, the Senior Advisory Council shall propose legislation, or other measures or programs to the Mayor or Township Committee which it finds may contribute to the quality of life of the township's senior residents.
Alternate I and Alternate II may attend and participate in discussions of all meetings, but may not vote except in the absence or disqualification of a regular member. Alternate members may vote on issues discussed in their presence or having read and certifying the review of minutes, of issues discussed in their absence.
A quorum of the Senior Advisory Council shall consist of fifty percent (50%) plus one (1). The rule of quorum cannot be suspended even by unanimous vote.
