This chapter is for the purpose of assuring the sale and distribution of pure and safe foods, the maintenance of sanitary conditions, the safeguarding and protection of public health and for the purpose of raising revenue.
Any person who shall violate the provisions of this chapter shall be subject to a fine of not more than five hundred dollars ($500) or ninety (90) days in jail, or both, in the discretion of the court. Each and every day that this chapter shall be violated in any of its provisions shall be considered a separate and distinct offense.

In addition to the penalties herein provided for the violation of any of the provisions of this chapter, any license or permit granted under the provisions of this chapter may be suspended for a period not in excess of three (3) months or revoked by the City of Perth Amboy for cause, provided that written notice of any charges against such licensee shall be given to such licensee at least five (5) days in advance of a public hearing on such charges. All charges and notice of a public hearing shall be in writing and may be served in person upon the licensee or mailed to him by registered mail addressed to the last known place of business of such licensee or at his last known place of abode.
The Division of Health is hereby authorized and empowered to issue from time to time special regulations containing more detailed provisions than can be herein conveniently set forth in order that the provisions of this chapter may be more effectively complied with and enforced.
A. 
No license or permit provided for under the terms of this chapter shall be assignable or transferable to any other person.
B. 
No license or permit issued to any premises, establishment, place of business or otherwise shall be transferred to any other address or place without the consent in writing of the Division of Health.
