As provided by § 2.18.040D.5 of this Code, the Village Administrator shall supervise all purchasing and contracting for supplies and services, subject to any purchasing procedures established by the Village Board and any limitations contained in the Wisconsin Statutes.
The Village Administrator shall establish and from time to time
amend all rules and regulations authorized by this chapter and any
others necessary to its operations in the form of a purchasing manual;
such rules and regulations and amendments shall be subject to the
approval of the Village Board.
