Unless otherwise provided in this title, any person who violates any provision of Chapters 11.04 through 11.36 of this Code shall, upon conviction thereof, forfeit not less than $50 for the first offense, $100 for a second offense and $200 for a third or successive offenses, together with the costs of prosecution. In the event of a failure to pay such forfeiture, where no showing of indigency is made, the defendant may be imprisoned for no more than 90 days, as the court deems fit or until such judgment is sooner paid. In addition to the penalty imposed in this section, for a violation of Chapter 11.20 of this Code, if the owner or occupant of the premises adjoining any unlawful obstructed sidewalk refuses or neglects to remove such obstruction within 24 hours after notice from the Director of Public Works to do so, it shall be the duty of the Director of Public Works to remove such obstruction and make return of the cost and expense thereof to the Village Clerk, who shall enter such cost on the next annual tax roll as a special charge against the property abutting such obstructed sidewalk, and such sum shall be levied and collected as other special taxes against real estate.
